Upcoming EPC Changes – What Landlords in Wales Need to Know

Energy efficiency is a key focus for the UK and Welsh Governments, and rental properties are under the spotlight. If you’re a landlord in Wales, it’s vital to stay informed about upcoming changes to EPC (Energy Performance Certificate) standards so you can plan ahead and remain compliant.

Current EPC Rules

  • Right now, all rental properties must have a valid EPC of Band E or above.

  • Properties with an EPC rating of F or G

    cannot be let unless a valid exemption has been registered.

  • Exemptions (such as the “all improvements made” rule or listed building considerations) must be recorded on the official PRS Exemptions Register.


Proposed Changes on the Horizon

The UK Government has confirmed its intention to raise the minimum EPC requirement to Band C. While the final regulations are not yet in place, the expected timeline is:

  • From around 2028 – all new tenancies will need to meet EPC Band C.

  • By 2030 – all rental properties, including existing tenancies, will need to reach Band C.

This aligns with national targets on fuel poverty and carbon reduction.

What This Means for Landlords in Wales

  • No immediate change: EPC Band E is still the legal minimum in 2025.

  • Prepare early: Upgrading from D or E to C often involves improvements such as wall insulation, new heating systems, or double glazing. Planning now avoids last-minute, costly works.

  • Financial implications: The current cost cap for improvements is £3,500, but under new proposals this may rise significantly (potentially £10,000–£15,000).

  • Support available: Schemes such as the Welsh Government’s Nest programme may help eligible landlords and tenants with advice and funding for energy efficiency improvements.
